The Committee on Temporary Shelter (COTS) is the largest service provider for the homeless and those at risk of becoming homeless in Vermont. COTS offers emergency shelter, prevention assistance, support services, and transitional and permanent housing for those who are homeless and marginally housed. We believe: in the value and dignity of every human life; that housing is a fundamental human right; and that emergency shelter is not the solution to homelessness.

This daytime drop-in shelter is open 365 days a year seven days a week, from 9 a.m. to 5 p.m. It offers a refuge from the streets and access to an array of services and medical care. This is where individuals can meet with COTS staff and connect with local resources, receive mail and telephone calls, and find support toward their goal of self-sufficiency. Daystation staff provides support, assistance and referrals, as well as educational and recreational opportunities whenever possible. The Daystation provides a free noontime meal each day. We are always looking for community members to help provide this critical service.

This is a 36-bed shelter for men and women, ages 18 and older, who have no other place to sleep at night except for the streets. Individuals are expected to save 70% of their income while staying in COTS shelter. Located on lower Church Street in downtown Burlington since 1983, the shelter is open 6:15 p.m. to 8 a.m., 365 days a year.

COTS is able to shelter fifteen families at a time between our two family shelters, which are the only Family Shelters in Chittenden County. Both are staffed 24 hours a day, 365 days a year. Families can stay for up to six months while they work with COTS staff to find affordable housing, employment, childcare, and healthcare. Families are also expected to save 40% of their income while staying at COTS.

Good Sam serves more than 300 of our homeless neighbors each year in Washington, Lamoille, and Orange counties. Good Samaritan Haven is a 501(c)3 non-profit organization that offers short-term, emergency shelter for homeless adults, open from 6:30 p.m. to 7:00 a.m.The shelter does not currently provide space for families due to the complex nature of serving families and single adults, in light of the design of the shelter building and staffing.
Each evening, we offer a nutritious, home-cooked meal provided by community members or churches. We also provide for basic needs, including laundry detergent and grooming supplies. The shelter also offers supportive services for all of our guests including housing and employment assistance, case management and referral services, assistance obtaining mainstream benefits, financial support to lease or maintain a unit, and essential goods support.

Groundworks Collaborative is a new name for the recently merged organization, formerly consisting of Morningside Shelter and Brattleboro Area Drop In Center. Offers short-term emergency shelter to homeless individuals and families. The John Gram Shelter works to rapidly re-house people so they can quickly get back on their feet. They own and manage five buildings in Vergennes, Middlebury, and Bristol. They are able to house 60 people at a time. With six service coordinators, a street outreach coordinator, and two licensed clinicians, they tailor our services to the unique, self-described needs of each family. Their cross-system partnerships connect families to essential mainstream services like food, housing, benefits, healthcare, employment, and education.

The Vermont Support line is a free, confidential resource for all Vermonters over the age of 18 who are looking for someone to talk to. The Support Line is staffed by individuals who acknowledge that they have experienced a broad range of struggles of their own and are willing to be open about them.
You might call the Support Line after a bad day at work, or a fight with a friend. You might call when you are thinking about making some major changes in your life, but aren’t quite ready to have a discussion with those around you. You might call when you are feeling alone and really just want to talk with someone who care about how your day went. You can call the Support Line for any of these reasons or for any other reason you might want. We are here to listen.
HOUSING FIRST
Pathways Vermont’s Housing First Program believes that housing is a basic human right. They also believe that the best way to ensure this right for all members of our communities is to prioritize access to permanent housing. The Housing First program provides independent housing and community based supports to individuals who are experiencing homelessness and have a history of mental health and other life challenges, many of whom do not or can not utilize more traditional services offered by the system of care.
Pathways Vermont Community Center
The Pathways Vermont Community Center is a peer-run community center. The Community Center is a great place to feel supported and part of a community. Here individuals can take comfort in knowing that they are understood and surrounded by supportive energy. They offer fun and engaging activities, interesting discussion circles, employment assistance, and a space to relax, use computers or wi-fi, and feel at ease.
Soteria House
Pathways Vermont’s Soteria program offers an alternative living environment for Vermonters experiencing an early mental health crisis. At Soteria, they believe that psychosis can be a temporary experience that one works through rather than a chronic mental illness that needs to be managed. They support clients to develop skills to navigate their experiences using a broad range of methods, encouraging them to find what makes sense for them. These may include: creative expression, breathwork, spiritual practice, nutrition, psychoactive medication, herbalism, and more.
Supportive Services for Veteran Families
The Supportive Services for Veteran Families (SSVF) program provides short-term (3-6 month) support services to participants to help them obtain or retain stable housing. Intensive case management is the primary service provided and may be augmented by temporary financial assistance for expenses related to securing permanent housing, such as rent, security deposits, utility deposits, and other eligible expenses. Legal services relating to gaining or maintaining stable housing are also available through the program.
Peer assisted vocational exploration
Peer assisted job searching, resume aid, interview preparation, and ongoing follow-up. They offer further specialized assistance for individuals between the age of 18 and 30 who identify as an individual with a disability (physical, mental, intellectual, etc.).

Safe Haven began in 1998 as a collaborative program between the Clara Martin Center, Vermont Psychiatric Survivors, and the National Alliance for the Mentally Ill, to provide a transitional living residence for homeless and mentally ill individuals. As of winter 2014, the Clara Martin Center has sole oversight of the facility and programming. Safe Haven primarily serves residents of Orange County, Washington County and the upper towns of Windsor County. Safe Haven provides a place to live within the community while working on personal goals in a safe and supportive recovery oriented environment. Safe Haven is staffed 24 hours, primarily by those that have experienced mental health issues.

The Addison County Community Trust (ACCT) works to provide affordable housing to the low- and middle-income people of Addison County, including working families, seniors, and individuals. The Civil Rights Unit is responsible for enforcing state laws which prohibit discrimination in employment. These include laws which prohibit discrimination based on race, color, religion, ancestry, national origin, sex, sexual orientation, place of birth, age, handicap, HIV status, or for asserting a claim to worker's compensation, and laws which prohibit retaliation against any person who makes a claim of discrimination. The Civil Rights Unit also enforces the laws related to employment-related drug testing, and polygraph (lie detector) testing, and the state laws which relate to parental and family leave.
This office does not have jurisdiction over claims of discrimination in public accommodations (for example, denial of access to or discrimination by businesses, public groups and meetings, and the like) and housing and does not accept claims of employment discrimination against the State of Vermont. These matters are handled by the Vermont Human Rights Commission.
